Together with Ivanova, Sheridan goes to talk to a group of new arrivals. It turns out to be a group of refugees from the Centauri who have hidden on the station. They have worked to produce food and other necessities for the station. Sheridan and Ivanova decide to place those goods into the production lines to help the Babylon 5 citizens. They also discover that the Babylon 5 refugees have a very familiar face among them. He is originally from a planet called Rannoch, and was forced by the Centauri to fight on the side of the Shadows. In an effort to stop Sheridan from revealing Rannoch as a base for the Shadows, Commander Kosh has Rannoch destroy Babylon 5 and their own planet. Sheridan and Ivanova consider sacrificing themselves so that the people of Rannoch can get help.
Aboard Babylon 5, there is a small contingent of government officials who secretly work against Sheridan's plans. One of these individuals is Narn ambassador Mollari, who is secretly trying to use the Narn Empire's forces to help Sheridan's plans succeed. Sheridan is aware of the secret work underway, and he's forced to take drastic measures to protect his plans. He's even less impressed when he learns that Mollari is personally standing in the way of General Garibaldi's plans to retake the Narn homeworld of Z'ha'dum. Instead of helping, Mollari promotes Garibaldi's plans so that the Centauri will be faced with two formidable enemies rather than one. Mollari, however, is anything but a fool - or a hero. He knows that he's personally standing between Sheridan and the status quo, and he's determined to change it at any cost. Babylon 5's most hated enemy, Mollari, is already working to destroy Sheridan's plans.
Dukat and his stormtroopers arrive on Babylon 5, eager to confront Sheridan. They have no idea that Susan will be there, and Dukat demands to know where she is. She explains that she is meeting with Sheridan, and that he asked her to look over the Narn ambassador's proposal. Dukat, suspicious, orders his men not to harm her. Susan returns to Sheridan's office.
