WHEREAS, an amendment has been introduced in the National Assembly to revise the existing Plumbing Code of the Philippines to incorporate certain American Standard (AS) codes such as AS 1997 (the National Electrical Code),

WHEREAS, a review of the existing Plumbing Code is currently under way by the Department of Public Works for changes in the current Plumbing Code. It was anticipated by the Metropolitan Waterworks and Sewerage System (MWSS) that the changes would include provisions on the following:

WHEREAS, the current Plumbing Code of the Philippines (PCoP) that is already in effect provides a legislative basis for the operation of the city’s plumbing division, which may be amended or repealed if deemed necessary. This provision grants the City Plumbing Commission broad powers to control and manage the city’s plumbing system, including its apparatus and standards. As such, the PCoP is amended to incorporate (1) additional statutory provisions and definitions that may fall under the City Plumbing Commission’s jurisdiction and, (2) a statutory provision that may set out guidelines for the Plumbing Division Board.
